I'm a public affairs consultant in Petersburg.

From 1997-2002, I managed UAB Kojelis &
Company in Vilnius, Lithuania specializing in business
development and support.

From 1990-1997, I established and served as
President of the U.S.- Baltic Foundation (USBF), a
non-profit corporation supporting the development of
NGO's, municipal government, independent media,
government ethics and other democratic institutions and
principles in Estonia, Latvia and Lithuania.

From 1981-1989, I worked in the Administration
of U.S. President Ronald Reagan, including 4 years in the
White House as Special Assistant to the President for
Public Liaison. My other posts were at the Pentagon
(Office of the Secretary of Defense) and as Deputy
Assistant Secretary the Department of State.

From 1979-1981 I served on the staff of U.S. Senator
Richard Schweiker (R-PA).

I served in the U.S. Naval Reserve, attaining the
rank of lieutenant (honorable discharge). I was
commissioned into the USNR by then Vice President
George Bush at a White House ceremony.

B.A. in Economics and History from the
University of California, Los Angeles (1976), and a M.P.A.
in International Relations from Princeton University (1978).
