For those of you who have the experience in government contracting and are interested in maintaining strict spending accountability at National level, here is the:

of 2009
This memorandum transmits the first installment of government-wide guidance for
carrying out programs and activities enacted in the American Recovery and Reinvestment Act
(“Recovery Act”) of 2009. Please bring this memorandum and attachment to the attention of any
personnel within your organization who will be involved in these matters.”

This document along with the “Act” itself and access to ask about and inquire of the “Act” through Recovery.org, might not be “high theater” for “us” ordinary souls; but, it’s the stuff from which “Madoff and Stanford theater” can be born -- and, wherever there is public largesse, there sure to be --- well -- follow the money?
